No. A job offer is not required for FSW eligibility, and as of March 2025 it no longer adds CRS points either — though it can still support proof-of-funds exemption and settlement plans.
Work experience must fall under NOC TEER 0, 1, 2, or 3 — roughly management, professional, technical, and skilled trades/service occupations, based on Canada's National Occupational Classification system.
The 67-point FSW grid and the CRS score are separate assessments. A candidate must pass the FSW grid to be eligible under this specific program, even with a strong CRS score — though they may still qualify under CEC or FST instead.
Timelines vary by the assessing organization, but ECAs commonly take several weeks to a few months — this should be started early, well before a profile is expected to be submitted.
