Ontario’s former Human Capital Express Entry streams are closed to new applicants. Under the current Ontario Workforce Priority stream, eligible applicants in TEER 0–3 occupations may choose an Express Entry-linked nomination if they meet the federal criteria; an eligible self-employed physician may also choose this option. It depends on the province and stream. Some provincial nomination routes require a job offer, while others select candidates without one. Ontario’s current Workforce Priority stream generally requires an Ontario job offer, with a separate pathway for eligible self-employed physicians. From March 25, 2025 through November 2, 2026, job offers do not add CRS points; starting November 3, 2026, IRCC plans to award points for qualifying high-wage job offers under a new formula.
